TERMS AND CONDITIONS OF USE OF DIGITAL SCREEN
Toll Green Hall operates a digital advertising display screen which is mounted internally in a hall window. The primary purpose of the display screen is to promote local events and activities that take place in Toll Green Hall and Earlsferry Town Hall.
The beneficiaries of this display screen are the organisers of events and activities who are seeking to appeal to residents, home owners and or visitors to the villages of Elie & Earlsferry.
A secondary benefit is that the display screen also provides an opportunity to advertise local services that benefit the village, display important safety information and services that may be monetised through commercial advertising.
The following terms and conditions set out how this purpose is achieved.
1. Responsibility/method of managing
The Toll Green Hall Janitor is responsible for managing content and maintaining these terms and conditions.
Interested parties wishing to advertise via this media should
a. read terms and conditions and access whether they meet criteria.
b. email hello@tollgreenhall.co.uk and attach a PDF of their event/activity.
Within 3 days (excluding holidays) on receipt of a submission the Toll Green Hall Janitor will respond to confirm whether the PDF is acceptable and period the event, activity and or service will be advertised..
2. Acceptable format./rejection process.
The display screen CSM is able to accept PDF's.
Toll Green Hall is not responsible for altering any PDF or the creation of a PDF for third parties.
The submitter is responsible for ensuring accuracy of the information being submitted.
If PDF formatting and or content is not acceptable it shall be returned to the submitter outlining reasons for rejecting and you are offered the opportunity to resubmit.
Toll Green hall will not accept advertising for political events.
The final arbitrator of what is considered acceptable is the Toll Green Hall Janitor. This includes the right to remove advertising (non refundable) should there be a material change post display that is considered to bring a negative impact on the hall, its owners, or residents and visitors to the village.
3. Geographical remit
The principal objective is to support Elie & Earslferry extending to a 1 mile radius around Toll Green Hall. This in effect includes Ardross and Kinneuchar..
Toll Green Hall reserves the right to accept advertising from outside these tems and conditions however this will be judged on a case by case basis. In considering whether to support advertising the principle applied will be applied to what perceived benefit is there to residents & visitors to our village..
For the display screen to be effective it must be relevant to the area it services and not congested so that it becomes overwhelming to manage or view.
While decisions are not definitive we would decline to support events/activities that take place in other villages where they have their own means of advertising, events/activities outwith the geographical area and or business that have no connection to the village.
3. Period of advertising
Events and activities may be advertised up to 1 month before the date of the event.
For recurring events such as fitness classes they will be reviewed every three months.
It is the responsibility of the submitting party to notify Toll Green Hall of any need to remove the advertising feature e.g. cancellation of event.
For businesses seeking to use the display screen e.g. estate agents (please see sub section 5)
4. Advertising considered acceptable & types of groups
We are keen to hear from local groups in Elie & Earlsferry or groups that provide services to residents, home owners and visitors to our village. The list is not exhaustive
Businesses that have a fixed operational base in Elie & Earslferry.
Churches
Community Council
Elie Fayre Day
Elie Harbour Trust
Elie & Earslferry Environmental Action Group
Elie Care Home
Elie & Earlsferry History house
Fife Coast & Countryside Trust
Golf clubs
Sports inc.cricket clubs
School PTA
Non constituted groups that provide health, wellbeing and artist services to village residents, home owners or visitors.
Organisers of events that take place in Toll Green Hall and Earlsferry Town Hall
5. Advertising considered acceptable by payment
Toll Green Hall will accept periodic advertising from businesses that may wish to promote themselves to residents, home owners and visitors to Elie & Earlsferry.
Business is defined as incorporated companies and self employed where the services being offered have a financial return that is reasonable to infer is integral to their business and not just a small scale enterprise ancillary to one's normal work.
Charities and Trustees are excluded from from this term.
This may include but not limited to
Visitor attractions.
Garden service.
Laundry service.
Letting & estate agents.
Legal services,
Corporate brand launches.
Art/exhibition events in wider East Neuk.
4. Advertising considered NOT acceptable & exclusions
Events/Activities considered NOT appropriate are political.
Toll Green Hall reserves the right NOT to advertise events, activities and or services that are outwith these terms and conditions inc. those that take place outside the geographical limit.
Our right includes amending the duration of the advertising.
An advert may be pulled without prior notification to the submitter if it is felt that the event, activity and or service has a perceived negative reputational loss to Toll Green Hall or on balance of probabilities to residents, home owners and or visitors.
An example would be an advertised comic night where pre event comments by those involved in the organisation lead to views that a reasonable person would deem unacceptable.
The arribrrature for removal of any advertising in these circumstances is the Toll Green Hall Janitor. There is no right to appeal or financial compensation incurred due to loss of advertising.
It shall be the responsibility of the submitter of the PDF advert to verify the accuracy of the information being submitted inc. time/date and venue.

6. Hours of advertising display
Toll Green Hall is located next to housing.
As the notice board is internal we do not anticipate any negative light pollution beyond someone having a TV on in their room. The notice board does not emit sound.
The normal operating hours of the display screen will be 7 days 8.30am to 10.30pm.
In the summer months this may be extended.
Toll Green Hall reserves the right to amend the operating hours without prior notification to submitters of adverts if it is felt that it impacts on events on the Toll Green or with our neighbours.
7. Review
The terms and conditions shall be reviewed no later than 1 August 2024 or sooner if required
